HOW TO RESIZE/UPLOAD YOUR IMAGES First off, go to your image, right click it, and save it (be sure to save it somewhere where you can find it again :P). Now, if you have Paint.NET, Photoshop, or any other image editing software, this next part is easy. Just open your image in the software and the options to resize it should be somewhere under the 'Images' tab. (Choose 'image resize', not 'canvas resize'). Next, (make sure you're working in pixels and you have 'maintain aspect ratio' selected --this ensures that the avatar won't stretch) input either '130' into the width box or '170' into the height box. Then hit 'OK' and save your image as a .png, .gif, or .jpg. If you don't know what I'm talking about, you probably don't have to worry :)
Next, find an uploader website. I use Photobucket, but if you don't want to create an account anywhere then use ImageShack. Then upload away :D
If you don't have an image editing software, go to Photobucket and make an account. Upload your image, then hover over it and click 'edit' on the prompt box that appears. This will take you to the editor. If I see anyone using the cheesy glitter effects that they have, I will shoot the image where it stands and remove it instantly. Thank-you for your time. ^^
